U.S. Rep. Jared Moskowitz has introduced a measure in the House to restructure the Secret Service by making it part of the Executive Office of the President, as stated by the U.S. Congress.

Numbered H.R.8702, the bill was submitted on May 7, 2026, during the 119th Congress’s regular 2026 session. Our summary, based on the official bill text, includes interpretation to help clarify its provisions.

This legislation would incorporate the United States Secret Service into the Executive Office of the President, transferring all responsibilities, staff, property, and obligations. The Service would be directed by a presidentially appointed leader, maintaining its existing pay structure. Operational continuity for staff and services is assured during the transition, with the Secretary of Homeland Security assisting throughout the process. The Director would have authority to reorganize for efficiency but would initially maintain the current framework. The Service would also acquire all existing contracts, property, and liabilities, with all transfers to be completed within one year of the bill’s enactment.

Rep. Jared Moskowitz (Democrat-FL-23rd District) introduced the bill, joined by Rep. Russell Fry (Republican-FL-7th District) as a co-sponsor.

Since the start of this session, Rep. Moskowitz has put forward 18 other bills.

Legislation in Congress can originate from either the House of Representatives or the Senate, except for revenue bills, which must start in the House. After a bill is introduced, it goes to committees for evaluation, hearings, potential amendments and deliberation before advancing for a chamber vote. Both chambers must agree to identical legislation before it proceeds to the president, who can either sign it into law or issue a veto. Each Congress spans two-year terms, divided into annual sessions, and the lawmaking process is documented and published by the U.S. Congress via Congress.gov.

Jared Moskowitz represents Florida and was born in Coral Springs on Dec. 18, 1980. He received a B.A. from George Washington University in 2003 and a J.D. from Nova Southeastern University in 2007.

Moskowitz previously served on the Parkland City Commission from 2006 to 2012 and held a seat in the Florida House of Representatives from 2012 to 2019. He directed the Florida Department of Emergency Management between 2019 and 2021, was a Broward County commissioner in 2022, and was elected to the 118th Congress as a Democrat on Jan. 3, 2023.
