U.S. Rep. Jared Moskowitz has authored a new bill designed to transfer TSA responsibilities to the Department of Transportation and maintain agency continuity, according to the U.S. Congress.
H.R.8701 was submitted on May 7, 2026, during the 119th Congress’ regular session. The following summary, based on the official bill text, includes clarifications for key provisions.
Central to the bill is the reassignment of the TSA Administrator’s duties to the Secretary of Transportation, positioning the TSA as an independent entity within the Department of Transportation. The legislation calls for all existing laws, orders and documents referencing the transferred functions to be updated. Existing legal documents and ongoing actions are preserved, ensuring their continued effectiveness during the transition. The Office of Management and Budget is tasked with managing the transfer of TSA staff, assets and funding. The measure, titled the Transportation Security Administration Transfer Act of 2026, focuses on continued operations and specific lines of authority within the updated agency.
The bill was brought forward by Rep. Jared Moskowitz (Democrat-FL-23rd District) with Rep. Tim Burchett (Republican-FL-2nd District) as co-sponsor.
Rep. Moskowitz has introduced 18 additional measures since this session began.
Congressional bills may originate in either the House or the Senate, except for revenue bills, which must start in the House. Once introduced, bills are sent to committees for examination, hearings, amendments and discussion before proceeding to a vote in each chamber. If both houses agree to the same bill, it is forwarded to the president for signature or veto. Congress conducts business in two-year terms numbered consecutively and split into two annual sessions. Official legislative processes and bill records are maintained by the U.S. Congress and published on Congress.gov.
Jared Moskowitz, born in Coral Springs, Florida, on December 18, 1980, holds a B.A. from George Washington University (2003) and a J.D. from Nova Southeastern University (2007).
He served as a Parkland city commissioner from 2006 to 2012, a member of the Florida House of Representatives from 2012 to 2019, directed the Florida Department of Emergency Management from 2019 to 2021, joined the Broward County commission in 2022, and began serving in the 118th Congress as a Democrat on January 3, 2023.
